Hover-over note pop-up in Word (Webpage)

I am using Word 2003 to create webpages. In my documents there are many
words which the average reader might need to see in a glossary. Rather than
a hyperlink to the end of the document where the bookmarked glossary entries
are, I would like to see a pop-up when the mouse hovers over the word (like a
screen tip). Is this possible?

you could use a hyperlink (to nowhere) and display the explanation as
the hyperlink title.

It's not really a clean way, but if it works for you or your readers ...
