how do you get visio to open an SVG file?

Okay I have a website that creates SVG files and uploads them to the users.
The users are technically stupid and want to be able to just "Open File" and
have it open in Visio. Unfortunately I haven't figured out a way to do this.
I asked my manager if the users could simply change the *.svg properties to
open with Visio. But he said that was too complicated for them! *GROAN*

How can I force or convert an SVG file so that it opens in Visio?

You can open an SVG file with Visio 2003. Use the File > Open dialog in
Visio to point to the SVG file.

Are you trying to launch Visio and open the file automatically? I would
think that you could do that using Visio's command line arguments.
