Whether this is possible or not depends on two questions
1. Do you have a Hotmail Plus account? Or any form of "paid" hotmail
account?
2. Have you used this hotmail account in outlook before Sept 2004?
If the answer is yes to either of the two - you can set it up by opening
the Tools> Accounts menu and adding an account with HTTP and Hotmail as
your setting.

From your reply - I guess that you have a free new hotmail account.
Under these circumstances you cannot access Hotmail on Outlook.
However I believe that there are applications available on the internet
which can scrape email off your screen and download onto Outlook. You
might want to use Google for that.
However the easiest way to go about it would be to subscribe to Hotmail
Plus for $19.95/ year.
