Installing .net framework 2.0 causes Outlook to not operate

When I install .net framework 2.0 I get an pop-up error saying that my
Business Contact Manager needs to restart. When I try to restart this keeps
happening over and over.

I am operating on XP and the Office Small Business Edition 2003 with the
Business Contact Manager.
