Note Flags Summary - levels

Indented items in a list do not show up on Note Flags Summary. Only the first
level is visible even if all items are "tasked". Why is this?

By default, if you select an entire paragraph that includes some indented
lines, OneNote only applies the flag to the first line. Note in that
situation that only the first paragraph of the multiparagraph outline is
highlighted with the flag color, even if the entire outline was selected.

If you select a lower level indented line in that paragraph and apply a
flag, a second flag will appear, and will be included in the Notes Flags
Summary.

Hi,
OneNote does not behave like explained when I test this.

I select a paragraph by clicking on the appearing "cross" next to the top
line. When applying note flags, each line receives a note flag.

In addition, when I apply a flag to a lower level line, no additional flags
appear (niether on the page itself nor in the note flags summary.

What am I doing differently?
