Office 2007 Pro Plus - Admin Folder?

Using Office 2007 Pro Plus from my TechNet Plus subscription, I am trying to
test a network installation of Office 2007. I have copied all the files from
the CD to a Win2003 server, but when I run setup.exe /admin I receive this
message:

"The Files necessary to run the Office Customization Tool were not found.
Run Setup from the installation point of a qualifying product."

There is no \admin folder on the CD or the server, which I understand is
needed.
So, is there a version from TechNet that does have this folder so I can test
a network based install of Office 2007?

Hi B.,

Unfortunately, the MSDN, Technet and ActionPack retail subscriptions do not include volume license product keys. The Office
Customization Tool and the \Admin folder are not available in those subscription, in OEM or in retail versions of MS Office 2007.

Thank-you for the quick reply! Do you know if MS offers any volume license
evaluation versions of Office 2007? I can get practically everything from
my TechNet subscription, even Vista Enterprise with a VLK... Is Office 2007
just not available yet? Thanks.
