Office Help files appear to be broken

I have the full office suite installed. Whenever I click the help button in
the upper right corner of any application, I get the "Microsoft Office
Enterprise 2007" "Configuration Progress" window.

This window eventually fills up a progress bar, then demands a restart.
Upon restarting, nothing seems to have changed. A click on the help icon
will start the whole process over.

If I go into Programs, and edit the Office Installation, it seays every
component is fully installed to run from hdd. The repair option also appears
to do nothing in the grand scheme. Office Diagnostics does not produce
anything (all tests pass).

I'm running:
Vista x64
Office Enterprise 2007, SP2
