One Project keeps showing as Read Only-cache must be cleared to ac

We have a Project Server with the latest service pack (2) 12.0.0.6421. There
is one particular project that keeps getting stuck as read only when the user
tries to open it. I have checked and she is correctly saving, publishing, and
then closing the project. However, the next time she goes to open it, it can
only be opened in read only mode. Other projects don't seem to be affected.
Any ideas? We have to clear the cache so that we can access the project as
read/write, which is totally not ideal. This used to be quite the issue pre
service pack 2, as I recall, but we are at that version.

Have you tried deleting the cache in its entirety? Please follow the
directions in the link below to delete the cache, which Project will
recreate when you start it next. Make sure Project is closed when you do
this:
