outlook 2003 quits send/recieve until computer is rebooted

Outlook 2003 starts out working then after a random peroid of time refuses to
send/receive until I reboot the computer.

A tool that comes with Office 03, Set your search to look for hidden
files and search C for it and then run it on your .pst file. You might
want to put a direct access on the desktop for future use. If it finds
errors, repair it and then run it again to make sure it got all the errors.

I just ran scanpst. It found no errors. Please understand that the problem is
that outlooks stops sending or receiving mail after working correctly.
Rebooting resolves the problem until the next time. This behaves like a
server problem but I don’t think it is or why would a reboot fix it?

Do you have your anti virus scanning your email and, if so, what anti
virus program?

Yes I believe my antivirus checks my email. I am using Webroot
Antivirus/Antispyware ver. 6.1

If it allows you, disable email scanning and see if the problems clear
up. Some AV programs require that you uninstall them before it will let
you disable email scanning. Email scanning is redundant and unnecessary
and can cause problems like this with Outlook.
