Planned Value/BCWS not recalculating after baseline

I appreciate any insight into/help with this question.
What influences PV the most? If I rebaseline shouldn't PV recalculate based
on the new baseline data?

In MSP 2003 I created a project and did an initial baseline. A week or so
later had to add additional tasks and that increased Planned Work by over 500
hours. I didn't adjust the start date on some tasks that were delayed and
didn't rebaseline at that point (probably my first mistake). Some tasks
already had actuals. I wanted to make sure I was done with major changes
before rebaselining. A week later I noticed that the CPI & SPI were very low
and I'm trying to make adjustments to get them back to >1.

I tried rebaselining and that brought my CPI back >1 and SPI is changing
very minimally (e.g improving by 0.05). I noticed my PV is not changing at
all despite numerous adjustments e.g. rescheduling tasks to a future whose
start date, reducing Planned Work, even went back and reduced the hours to
get back to the Planned work I had originally.....nothing seems to trigger a
recalculation of PV....any ideas?

BCWS is only calculated upto the status date of the project which is
typically "Today" hence why you're not seeing a change.
