Problems Sending HTML In Template Files

I have created several template email files in Outlook (.oft files)
containing HTML data. The problem is that whenever I try to send an email
using one of these templates, the resulting email (that is, the message
received by the remote party) is completely blank.

I have no idea how to explain this, but I've seen similar mentions of this
sort of problem on various newsgroups, albiet without solutions.

Anyone know why this might be?

I am using Outlook 2003 SP2 with Windows XP SP1 in an Exchange 2003
environment. To get the HTML data into the initial email, I created an HTML
file, posted it to the web, accessed it via IE, used the 'Send Page By
Email' function to send it to my work email address, received it and
verified that the HTML contents showed up properly, then saved it as an OFT
file into my local Templates directory. All steps up to this point worked
exactly as planned.

At this point I created a rule to auto-reply to incoming messages meeting
specific criteria using a template, and I was able to browse to the template
I created earlier. Again, no errors at all.

Then I trip the rule, so to speak, by sending myself an email meeting the
aforementioned criteria. The rule runs, sending a reply back to the
originator (in this case, me), but when this response is received, all the
template data is gone, and instead there is just a blank email.

If anyone could help, I would appreciate it.

I have heard that if I insert several lines into the header, Outlook (on the
receiving end) will be forced to view the HTML content, but I have no idea
how to modify the header from within Outlook 2003, or if it's possible at
all.
