Project Server 2003 migration to Project Server 2007

In following the Performing a gradual migration instructions in the
Migration for Office Project Server 2007 document, I am struggling
with step 4, the objective of which is to add the 2003 temporary
content database to the 2007 Office Project Server 2007 farm.
stsadm.exe returns a message stating that the server instance was not
found. Please specify the server's address and port. The example in
the instructions shows entering the servername:80. My question is how
do I determine what port number to enter? Is there a way to determine
where the failure to resolve the servername or port number is
occuring? I ran the SCA.EXE tool on the 2003 server, and there were no
indications of any problems. We continue to use Ms Project Server 2003
without problems. Any suggestions as to how to get beyond this problem
would be greatly appreciated.

You are attempting a very complex option so there could be many reasons
behind the issue. But to answer your question Step 4 is trying to add the
content db from wss2.0 temp db to wss3.0 web app. Please Goto central admin
and find the web app list and make sure there a valid web app similar to
http://servername:80 where this database can be added by STSADM command and
that should be the address used in the command line.

Other reasons which I can think are

What were the results of Step 3 - Prescan ..it needs to be successful before
you can proceed to Step 4
The account on which this command is run should have appropriate security
priviliges
