Publisher sharing

A newsletter is created every month with certain information that must be
given to our employees. The newsletter is then sent to each individual
department for them to add their own departments information i.e: own name
for the newsletter, pictures, personnel stories etc. Will publisher allow us
to email our own creations to the other departments so they can cut and paste
the important articles and use them in there own newsletters whether it is in
word or publisher?

I'm not sure that I completely understand your question but as long as
someone has Publisher installed on their system, they can edit a Publisher
file. If they don't, then no., they can't.

My Question is if a newsletter is created in Word can it be tranfered to
publisher and then emailed to other secretaries? Can they then add text,
pictures and other things to make the newsletter their own creation.

Although I wouldn't use Word do create a newsletter, if it's already done
that way, why convert it to another application? The conversion never comes
across cleanly.
