RBS in Outline View

I'm researching the RBS in project and came across this reference in the
Help menu.


"RBS You can view the Resource Breakdown Structure (RBS) code definition,
and if you have the required permission, you can edit it."

I've opened the Customize outline utility and RBS isn't visible. What
permission level does this refer to?
