RBS question: I can't set Project to let my PM see the resources

I have implemented the RBS and I am facing a problem that I think is caused
by it: My Project Managers are somewhere between level 2 to level 5 within
the RBS and some of them are creating Project Schedules with tasks that need
to be assigned to peers on the same level or coworkers in an upper level
(maybe in another department). When the PM goes to the Build Team
functionality they can't see the requested resources. I thought by adding my
PMs to the Resource Managers group the issue would be solved but I was wrong.
Is there a way I can solve this without sacrifying the RBS?

Allow your PM's to see all resources in the enterprise by changing the My
projects category. Check off "All current and future resources in the Project
Server database".

This will allow a Build Team from all resources without compromising your RBS.
