"Save new baseline" removes cost for completed work

I recently updated my baseline. My Baseline10 fields contain the original
data and Baseline9 contains a copy of my current baseline. In preparing my
change control analysis, I notice that none of the original cost values for
completed work (visible in Baseline10 Cost field) transfered over to either
"Baseline Cost" or "Baseline9 Cost", even though the resources remain
attached to the underlying activities.

Is there a setting I've missed to ensure my baseline (both current
"Baseline" and the "Baseline9" versions) contains cost information for
completed work?
