Spooler error

I am new to Project Server. When I publish all I get a
Server Spooler error (The manager cannot create the
resource account (0x8C040017). When I look at the Web
Access some users have tasks assigned and others have
nothing. Someone please help!!!

This could be to do with, when the plan is published their is a new
resource that is in the plan that aint in the Resource pool and the
Project Manager has insufficient privileges to add a new resource. If
your Project Manager needs to act as a Resource Manager aswell you
will need to modify his account accordingly. Add him to the resource
manager role but use the project manager template for all. For the
global permissions you add to add the following priviliges, New
resource, view resource allocation and view resource center. this
