Sudden error messages when publishing site

Hello, recently I have been receiving this error when trying to publish my
site: 404 Not Found
Not Found The requested URL /~acfrogg/_vti_bin/_vti_aut/author.exe was
not found on this server. Apache/1.3.27 Server at home.comcast.net Port 80
I know everything is set up correctly through my host becasue I can manually
load each page through the website, but when I try to publish through Front
page it says that I need to install sharepoint.

Browse to your site in IE and try File Edit w/ FP
~acfrogg is not a valid URL

The problem is that's not what it shows as my website address in anything
other than that error. I have it set up with the correct website address in
the remote website proprties section.
