"The clipboard is busy"

When trying to copy and paste an image from the Internet
to Publisher, I get the following error:

"Cannot complete the operation. The clipboard is busy.
Publisher cannot currently cut, copy or paste your data
because another program is using the clipboard. Wait a
moment and try again, or close other programs and try
again"

There is nothing in the clipboard at the time. Once you've
cleared the clipboard, you can copy and paste.

Why would the error come up initially, when there is
nothing in the clipboard.

Have you started the clip book service? Sometimes the clipboard will work once or
twice without starting the clip book and then fail.
Open the control panel, open Administrative Tools", double-click services, scroll
down to clipbook, right-click, properties, Startup type, Automatic, Service status
started.

You can drag the clipboard icon to the desktop for easier emptying. It is in the
WINNT folder, system32, it is called clipsrv.exe

This is on a network across three sites. It is happening on all stations across one
site, and all students logging on at that site.
The first time they log on, they receive the error. If the clear the clipboard, it
works after that. If you choose "paste special", it works fine.
Although you get the error in Publisher, you can paste anywhere else without a problem
I've checked on the Net. This seems to be a known problem all over, with pasting
into publisher from the Internet or from Outlook express.
