what is error 0x800ccc35

I can receive and open email from hotmail in my outlook but when i try to
send a new email, or forward or reply messages get stuck in outbox and I get
the following message:

Task 'MSN - Sending' reported error (0x800CCC35) : 'The server cannot
process the request. You may not have cookies enabled for your e-mail
server's domain. To enable cookies, check your browser's privacy settings.The
server responded 'Method Not Allowed'. '

I have reset cookies and security settings and nothing seems to work.

Does MS allow their free accounts HotMail to be access via Outlook. I
thought they did not.

is this something that changed recently. My reading my hotmail with outlook
has worked up until about last week sometime?
