cant send email outlook 2003

I can recieve email in outlook/using hotmail. but when I try to send/receive
I get the following error message:

Task 'MSN (1) - Sending' reported error (0x800CCC35) : 'The server cannot
process the request. You may not have cookies enabled for your e-mail
server's domain. To enable cookies, check your browser's privacy settings.The
server responded 'Method Not Allowed'. '

Nothing has changed in my cookie settings in two years. The message started
a week ago.

help!
