What is "Initializing the root folders to display" in Outlook?

When I want to save an attachment from an e-mail message in Outlook, the
program goes through a process of "Initializing the root folders to display",
once it has completed that process it lets me navigate up 1 level and then
doesn't let me go any further. I don't know what the initializing process is
doing, is it helping or harming, can I turn it off?
