WORD 2008 ENCARTA DICTIONARY DOES NOT WORK

When I try to use the dictionary I receive the message:" ENCARTA DICTIONARY
(NORTH AMERCIA) NO RESPONSE, The service dose not respond"

Is the Encarts Dicitionary something which must purchased. I am sure when I
first installed office 2007 the dictionary was available but is now is not
responding.
