Your offline changes are not up to date" freeze in Windows 10

Hello. I'm encountering the "Your offline changes are not up to date" but am flummoxed by the different instructions not pertinent to Windows 10, to which I recently (lamentably) upgraded. For example, I can't find the files as instructed in other answers, change their names, or even figure out how to get the Run command. Can someone please explain the fix as pertinent to Windows 10? I need my email. Thanks.
