0.01h Appearing across the cube and can't be removed.

There are two resources that I have that contain 0.01 and 0.001 hours across
the project plan. These times go from the past to the distant future. I have
tried to delete them from the plan but they just pop back in (I have Managed
time periods turned on and this to me says that the time is actually on their
timesheets). If I try to adjust actuals and zero it out it just gives me an
error that the field is not editable. I have also tried clearing the
remaining time and setting the project to 100% complete and it just resets
when I publish.

These numbers don't seem to show until I am analyzing data from the cube, it
seems that Project it self is rounding the values out of its totals but when
I total in the cube the values show.

Short of completely removing and republishing the plan are there any ideas?
