'00 = 11?

Everytime I type '00 or 00 in a cell it chages it to 11.
This has only started to happen after I downloaded an
Excel comma seperated values file. Please could you tell
me where I can reset excel.

Any chance it's just an autocorrect entry?

Tools|autocorrect options|autocorrect tab.

(it sounds like just a coincidence that it happened at the same time as the
download.)
