03 Document Header Not Editable in 07

I support users that are running Office 03 and Office 07..we're slowly
migrating everyone to 07, but require documents to work for both platforms.
We have a document that was created in Office 03; when it's opened in 07
(compatibility mode), everything in the document can be edited with the
exception of the header/footer. These sections are read only but we should
be able to edit these areas. I've checked some advanced options, but haven't
found anything helpful yet. How do I edit the header in this document?
Recreating the document and saving as 07 format right now is not an option as
we have less than 20% of our users using 07 and we have many documents set up
this way (03 document). We need to allow users to continue working with
these documents regardless of what version of Office they are using.

Word 2007 should be able to edit the header of a Word 2003 document. What is
in the header?
