0x80072efe Error in msxml3.dll, SharePoint site does not create?

Dear all,

I just finished setup a Project Server 2003 (no SP1 yet) with SharePoint
Portal SP1 in a single server setup. The SharePoint site was extended and
setup with WSSWIZ successfully. However, when user publish a project to the
server, this error is found from the Project Server event log. The project
is added to the Project Server but the SharePoint site is never created, any
ideas?
