0x800CCC13 Error Sending Mail in Outlook

I've typed in this error code in search and it came back with an invalid
Outlook Express load. I even tried to solve the problem with that fix and
still I cannot send email from Outlook or Outlook express. I'm running
through a router and I've reset the router the cable modem and everything and
still I cannot send mail. Little help please???
