0x800CCC13 Outlook 2002 cant send

I have reloaded Outlook Express and can send email out from it on the same line
I have been advised to reload Express via this news group - thanks again
When I test the account on Outlook I get Cancelled for finding server but ok on the rest ( bar sending the test message
When I send mail I get 0x800CCC13 "unable to connect to the network, chck your modem
I think that the same socket (25) is used for both
Any ideas ?
