0x800CCC78 error

I'm getting 0x800CCC78 error when trying to send Outlook 2002 email on my Yahoo account. I tried the fix as prescribed in Microsoft Knowledgebase article 289945. That didn't help. That article describes going to the change email account - more settings and setting the 'logon to incoming server' before sending.

That article also said it was for Windows 98. I'm running XP.
