1 email will not download from server. stops everything

as of yesterday my outlook email locks up when I try to download messages
from server. Get massage that says 3 of 4 have downloaded successfully than
before the last one does, I get error message unknown error message and none
load. i have run Outlook repair, etc. My ISP says they cannot help,
transferred me to Dell and they said the same. I can open and read existing
emails but cannot receive new ones.

And just WHO is the e-mail provider with which you are having
troubles? Is the e-mail account provided by your ISP or is it some
off-domain provider, like Gmail?

Use the webmail interface to your account and empty out the Inbox
(delete or move out all e-mails in the Inbox). Using webmail, send
yourself a test e-mail and check that it shows up in your Inbox.
Logout of the webmail interface. Then check if your local e-mail
client sees the new e-mail.
