10 minutes a day

What is the trick to allocating a resource to just 10 minutes a day? For instance for the duration of a project I just want a PM to show they spend 10 minutes reviewing a project plan etc.

Assign the resource to the task at 2% Units. I believe this will average
about 10 minutes per day over the life of the task. Hope this helps.

Select the task in question, then click Window - Split to apply the Task
Entry view. In the lower pane (Task Form), set the Task Type to Fixed Work
and then click OK. Select a resource and enter 5 hours of Work, then click
OK. Set the Duration to 10 days and click OK. Hope this helps.

Thanks Dale, What is the "default" or most commonly used constraint type?
I'm finding that the hours get increased as I spread for example a 5 hour
task over two weeks.

Yes, its a matter of wrapping your mind around "duration" vs. "Work".

Any suggestions for resolving conflicting resources? I'm finding that even though the hours "appear" to add up, and in the task sheet view no hours are red, the resouce name is still "red" and for the life of me I cannot fine the over allocation.

See the following FAQ for your answer to this one.
