1608 error during installation

i have office BASIC and wanted to upgrade to office SBE
while doing this it gives me the 1608 error msg
i have followed the article Microsoft Knowledge Base
Article - 315995
while going thru this i have tried all these options at
step 5

1) used the c drive to show the path in which the program
was installed
2) used the office basic edition cd 1
3) used the office basic edition cd 2

all these options have given me the error
plz help
i have 2 cd's for office 2003 basic / 2 for the upgrade
(SBE)
