1900 not a leap year

The year 1900 was not a leap year. Excel thinks it was. Excel knows 2100,
2200, 2300, 2500 etc are not leap years. J-Walk's XDATE addins calculate this
date correctly, yet the standard excel does not.
Is there a fix for Excel 2002?
