1st time use msg box reappears

Office 2000/Win 98 SE - When I launch Excel using the document icons a msg box appears as though the programs are being used and configured for the first time. The application will load but the document won't open until I use the 'open' folder icon or Open from the menu

Previous Word or Excel documents do not appear on the Start, Documents menu
