2000 can't instsall without xp2, already installed tho!!

I cannot (re)install Office 2000 because it needs xp service pack 2. I
already have service pack 2 in my operating system. The 'downloader' will
not offer a copy of xp sp2 for download or saving.

I would like to install office 2000.
