2000 to 2002 pst errors

Hi, sorry if U have been asked this oodles of times but I
am stuck.

Saved my Outlook 2000 pst file to CD then ensured it was
NOT read only when I copied on to my desktop so I could
import into Outlook 2002.

Problem is I can operate oulook but cannot make rules to
save from Inbox to a specific folder (any). It must be
the permissions bit, any pointerts are very welcome and
thanks in advance

What happens when you try?
It must be

There's no such things as a "permissions bit" in Windows.
