2003 Add Files MST

I am deploying Office 2003 at a client, and I am trying to use the Custom
Installation Wizard to create an MST file that includes additional files that
customer wants copied to the user's workstation when Office 2003 is deployed.
I noticed that the MST grows in size, so I know the files are being added to
the MST. But when Office 2003 is deployed, the files are not
copied/installed on the workstation. I have reviewed the log files but there
is nothing in it about the files to be copied by the MST. Is this a bug?
Any ideas on what I am doing wrong? Thanks.
