2003 Beta and multi-lingual pack cause, "you need IE 4.01 or latter" error

Outlook will no longer open at all - I get the, " You
need Microsoft Internet Explorer 4.01 or latter to use
this feature. You can download the latest version of
Internet Explorer from http://www.microsoft.com." message
everytime I try. I also get this message when I try and
open almost any program that uses part of IE, such as
Norton SystemWorks, although all of them seem to run, at
least in minimal way, after displaying the message.

Here is how I think the problem happened:
1) I had already installed the 2003 beta several weeks
ago, and installed the multulingual pack at the same time
(japanese language support). Everything worked great
2) yesterday I installed the 2003 beta tech refresh, but
forgot to intall the multilingual tech refresh. everthing
seemed to work fine until...
3) I sent my first japanese email - I could read and open
and even reply just fine, but after the send Norton
AntiVirus did an outgoing mail scan. The scan left a
strange blank dialog box open after it finished. The mail
went out, and everthing looked fine, so I tried a reboot.
4) After reboot Outlook wouldn't open at all. I also got
some strange behaviour like IE saying it was not the
default browser the first time it opened after the
reboot. Norton, and other programs behaved as I
described.

Here is what I have done to try and fix it:
1) before I realized it might be related to the language
feature, I checked the IE version and it came
up ?.xpsp2.030422-1633. I tried uninstall and re-
installing IE, all to no avail. I even tried install IE
5.5, all attempts either failed, or had no effect.
2) I tried unintalling Office 2003 - uninstall failed. I
tried uninstalling just Outlook 2003 - uninstall failed.
3) I tied re-installing Office 2003 - re-install failed.
I tried re-installing just Outlook 2003 - re-install
failed.
4) at this point I realized it might be the language
pack, so I downloaded the Multilingual tech refresh and
installed it. Install went smoothly, Outlook still
wouldn't open - same message.
5) I tried all of the uninstall, re-install options again
(hoping the language pack refresh would make a
difference), no effect.

Now I'm stuck, I can't uninstall, I can't re-install, I
can't run Outlook. Is this a bug, is it worth reporting?
Regradless of whether it is a bug or not, How do I get
Outlook back?
