2003 - Can't establish connection with Sharepoint Site

Installed and configured Project Server 2003 about 6 months ago. All was
working fine until I received a call. Sharepoint sites were not accessable
and message stating that sharepoint services needed to be installed. also
received message that DCOM packages wer not running under correct user id. I
installed this by the book so I'm not sure at this time what account should
be used here. Any help is appreciated.

Found the problem. Had to manually configure DCOM package. The pscom
utility did not work so well. Also had to reconfigure proxy server
configuration. Somehow this was changed.
