2003: In ability to make changes to categories via the project server

When attempting to edit the project server views by
category, the server sent back a message that there was an
error whether we attempted to make one modification or
multiple modifications.

How did we loose this ability to change the functions of a
category? Is this a bug? Are we missing a critical step?

Any help would be appreciated.
