2003 issues Saving & Downloading

Since I have upgraded to Office 2003 from 2000, I have had the following
issues:

1)I have a macro that saves a workbook on my pc and then on a shared drive.
Since the 2003 upgrade, if anybody is in that file it stops the macro. This
did not occur in 2000. It would save the file even if someone was in it.

2) When I use to download .xls reports from the web, they would open up in
Excel, in 2003, everything opens in a web page with partial Excel
functions..........

I don't have a guess at #1--except that I've never seen any version of excel
successfully saves a file to a location\filename that's in use.

#2. This is a windows setting.
