2003 MS ACCESS Dev Tools - Package Wizard

I am using the above program to package a DB application. I need to register
an ActiveX file (COMDLG32.OCX) during installation. The package wizard
requests the following fields: Root, Key, Name, & Value. The help screen
doesn't explain what to type in these fields. Can anyone tell me what
information to type in each of these fields? Here's what I have tried.

Root: Default
Key: windows/system32
Name: comdlg32.ocx
Value: (blank)

What am I missing here?
Please Help!!!
