2003 Publisher website not loading like 2000...no nav on index

Upgraded from Pub 2000 to Pub 2003. Website not uploading like it used to.
Not using FTP, just copying files from directory into 'Network' link on host
server. Index page content is there, but Navigation, Header and graphics are
not. Any ideas?
