2003 Server

Recently I installed 2003 Server STD edition on a PIII PC. After running
DCPromo, I encountered a weird policy that wouldn't allow me to create
users. This is the first server on the domain so it is the DC. The error
message said that the passwords didn't meet the complexity requirements. So
naturally, I rechecked the default domain policy, and "undefined" all
policies that had anything to do with passwords. Long story short, no matter
how I tried to get around this issue, I couldn't. Has anyone ever ran
across this issue? I even created a custom OU and attached a new policy to
it, but still no cigar.
