2003 Unexpected Error 0x80040116

I've just upgraded Outlook to 2003 from 2000 on a 2000
box. Now,whenever I try to access my POP3 server I
recieve an unexpected error 0x80040116 for both the send
and receive tasks.

I've deleted and recreated the mail account and am able
to test the account without a problem. I've also run
scanpst on the mailbox.

Any suggestions?
