I don't find Office 2007 any slower than 2003. I just know I need to keep
2003 around to do stuff I can't do in 2007.

(My most-used program is
PowerPoint, your mileage may vary, depending on what applications you use
most and how you use them.) Anyway, that's why I opt for both.
If you can only choose one, maybe you could install one of the Office 2007
trials and see how you like it specifically on your new machine. I don't
know that you'll find it significantly slower or faster, but it's always
better to try before buying if you can.
