I have this installed on a laptop. Would like to install on a PC. If I
uninstall on the laptop will it allow me to install it on the PC. Currently
version on the PC is telling me it wont allow it as I have too many.
Don't want to un-install if on laptop if I have hit the limit and it won't
allow me to install on any computer.

The EULA within any Office Component states the Licence rights, eg how many
PC's it can be installed on
Generally H&S versions can be installed on three working PC's
Most other versions can be installed on two devices for use by the same
person.
OEM versions, supplied when you purchased the PC have different rights, and
generally may only be licensed for the PC they were supplied with
Number of installations referes to working PC's, you can install as often as
you like provided you dont install on more working PC's than allowed (PC
means laptop also)

Home and Student is not Home Use.

I would strongly recommend you ask your IT department how many systems you
may install Office on.

Home use Program = One (1) single install. This is an Enterprise version under the
Home Use Program and it is strictly one single install . When trying to activate on
other time it will not and calling in will not either. You should contact the IT
Department or person who holds this Volume license.
