2007 what if analysis

Anybody have a good method of performing "what if" analysis in project
server? we use the enterprise resource pool for all our projects. We have
several service teams that have their own plans, and effect multiple other
plans. They are all using external links between plans. The service teams
have to service multiple projects, and trying to see if they add different
numbers of FTE's, or just re-assign existing FTE's to see what the effects
will be. Obviously this would impact the other plans, that need to reflect
the current status, not the "what if" status. If we have the service teams
work off offline, with the what if's, the other plans won't show the impact,
but the analysis would be hindered, along with the resource allocations.

Any help you can give me will be greatly appreciated.

Project Server has not a "What If" scenario module, sorry to say, BUT :) I
did come accross a resource what if planning tool from QuantumPM. I have not
had the chance to look into detail, but it looks very promising. Check out
